Minutes of Meeting
Tuesday, October 7, 2014

Call to Order: Mr. DeBold called the meeting to order at 6:30pm.
Appointments:
Public Hearing – Pursuant to RSA 31:95-b – FEMA Grant for Hilliard Road Culvert
Mr. DeBold stated the public hearing is to receive testimony on the acceptance of Homeland Security and Emergency Management funds in the amount of $135,000 for the purpose of installing a new 19x30 culvert on Hilliard Road to alleviate flooding. There is a 25% match to be provided by the town.
Mr. Plunkett stated as was suggested at a previous meeting I would like to use the Municipal & Transportation Improvement Fund to pay for the town portion. This account currently has a balance of $35,913. I have contacted the culvert maker and the price has risen $2,000 from when we completed Perry Brook Road. This is identical to the culvert installed on Perry Brook Road. Mr. Plunkett stated that John Martell did express concern regarding entering his property he asked if we could ensure he would be able to access his property. I told him I didn’t see that as an issue.
A motion was made by Mr. DeBold and seconded by Mr. Jordan to accept the Homeland Security and Emergency Management funds up to the amount of $135,000 with a 25% match to be paid out of the Municipal & Transportation Improvement Fund. Motion Passes.
General Business/Board Discussion:
Bus Turnaround – Martel Road
Mr. DeBold stated the bus turnaround has been completed. I went and visited the site on Saturday. The question is if the town will plow this turnaround.
Mr. Plunkett stated that where the town currently turns the plow truck around is on private property. If we start plowing the new bus turnaround is that where I am to turnaround from now on.
Mr. DeBold stated that is it a really good question.
Mr. Jordan stated that I would continue doing what you are doing and plow the bus turnaround as well.
Mr. DeBold stated he was wondering if plowing this turnaround would affect the amount of time it takes to plow the area or the way the route is currently plowed.
Mr. Plunkett stated no. The roads have usually already been plowed at least once by the time I talk to the principal regarding the condition of the roads.
Mr. DeBold stated that I was talking to a resident on Martell Road. He is concerned about the width of the road during the winter.
Mr. Plunkett stated that it resembles the bus heading down Lover’s Lane. I think the turn onto Martell Road from Route 28 will be the biggest concern.
Mr. Brown stated that before the school board approves this turnaround they want to make sure the town will plow it, as well as a few other outstanding issues.
Consensus of the Board is to plow the new bus turn around on Martell Road.
Food Pantry Donation
A motion was made by Mr. DeBold and seconded by Mr. Jordan pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $200.00 received from St. Stephen’s Episcopal Church to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes.
Budget Committee Nomination
Mrs. Pinard informed the board she had received an email from Mr. Douglas Fisher Jr. expressing interest in being appointed to the Budget Committee. Currently there is an opening on that committee since Mike Williams resigned.
Consensus of the Board was to ask Mr. Fisher to attend a meeting to introduce himself.
Tax Rate Setting
Mrs. Pinard informed the Board that DRA has begun setting tax rates. I anticipate we will doing so in the next couple of weeks.
Police Department Tablets
Mrs. Pinard informed the Board the police department will be purchasing the tablets from Best Buy instead of Walmart. When Chief Clarke went to purchase the tablets he was informed that Walmart did not have them. They called other stores and it was discovered that Walmart would no longer be selling these specific tablets. Chief Clarke then went to
Best Buy and saved the town $20 on the purchase.
Public Input
Lucille Noel stated the Charrette Committee has reached their goal of $5,000 in donations. Flyers have been printed and they will be in the Suncook Sun. Fred Shaw did post some more items on the website today with the schedule of events and a menu of food. The door for the library is being worked on. The money that has been donated in honor of Carolee’s mother will used to pay for the door.
Ann Davis stated the Agriculture Committee would like a budget submission form to request funds for an Agriculture Budget. The Garden Club will be having a meeting at the end of October regarding gardens and the winter season.
Philip Hitchcock asked what the process is for someone who needs to resign from committees. My job is requiring me to be in Keene seven days a week. The truth is I just do not have the time right now. I thought I would speak with the committees that I serve on first but I wanted to know the process as well.
Mr. DeBold stated that I think something in writing to the Board would be fine. But I don’t think it will be accepted because of all the good work you do.
Philip Hitchcock stated Chichester Photography Group is putting together a calendar and the proceeds will be going to the food pantry.
Plow Truck Estimate
Mr. Plunkett stated I have received the third quote for the plow truck. This is the vehicle I want to replace in the spring. In the warrant article I will be bringing forward I believe I am asking for $30,000. I need the third truck. I don’t want to get another piece of junk.
Mr. DeBold stated you have three estimates and they are as follows:
Decota Enterprises $6,213.00
Kezar Automotive $6,545.00
Yankee Kenworth $9,178.38
Mr. Plunkett stated that the truck runs but there is no power. It has a cast iron head and that has a hole in it. I’m looking at it as if I were to hire a truck to cover these snowstorms the cost would be much hirer than fixing this truck.
Mr. DeBold stated that this will have to come out of your budget.
A motion was made by Mr. DeBold and seconded by Mr. Jordan to award the repair of the 1997 plow truck to replace the engine head and other minor repair in order for the truck to pass inspection to Decota Enterprises in the amount of $6,213. Motion Passes.
Non-Public Session
A motion was made by Mr. DeBold and seconded by Mr. Jordan to enter into Non-public session under RSA 91-A:3 II (a) The dismissal, promotion, or compensation of any public employee or the disciplining of such employee, or the investigation against him or her at. DeBold Aye, Jordan Aye. Motion Passes
A motion was made by Mr. DeBold and seconded by Mr. Jordan to exit at 7:45pm non-public session under RSA 91-A:3 II (a). DeBold Aye, Jordan Aye. Motion Passes
A motion was made by Mr. DeBold and seconded by Mr. Jordan to seal the nonpublic meeting minutes indefinitely. DeBold Aye, Jordan Aye. Motion Passes
Adjournment
A motion was made by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 7:45pm. Motion Passes
